"DELICADEZA"

I’ve been thinking for quite some time to write about this article but deemed necessary.
            It’s about “DELICADEZA”. My attention was caught when one among my colleagues approached me and asked a query regarding the difference between “privilege” and “rights”. Then I asked him “Why?” This person is soft-spoken, silent type and simple. He never complain in his tasks and responsibilities. He report to duty early and goes home late. After a while, he simply retracted his query and told me “Never mind, it’s not a big deal, anyway”. After a week, he approached me again. He asked me “Why some of our colleagues are not doing their assigned tasks?” “Why some of our colleagues are nowhere to be found during accounting?” Then I asked him, “Why do you ask many questions, my dear?” Again, for the second time around, he replied “Never mind, it’s not a big deal, anyway”.
            Such questions remained questionable to me. I knew a lot it is my responsibility to know the details of the whereabouts of my personnel being their MESPO (Municipal Executive Senior Police Officer). I should be informed of what activities they’re engaged with. I should know the reasons why they’re not around. On my dismay, I can’t empower my job description for some reasons I can’t reveal. Everybody knows what’s going on. A mere fact as one of among Filipino culture is tainted with “favoritism”- It is not surprising to know such unfair and immoral practices- the truth, frustrating to those honest and dedicated personnel. How can we address these infirmities including needlessly exposing the hardworking personnel to personal vendettas/professional blackmail and false accusations?
            Yes, we are not exempted from pain and suffering, nor does it imbue us from the idea that life in the police station is a drama of unalloyed comfort and untroubled ease. Does it instills us with the inner equilibrium needed to face strains, burdens and stress that inevitably come? It is common struggle that there is a collapse of space of space between and among colleagues in uniform-how will we create an atmosphere that gives birth to high morale and productivity? How will we prevent wrong doing instead of encourage right doing? How will subordinate react of his superior who yell in front of all personnel- nor utter words that might offend others e.g. under-estimating scholastic/educational attainment and personal grudge? As for Daniel DeLoenzi, former Deputy Chief of Police of Newark, New Jersey averred that criticizing or disciplining someone in front of others can cause embarrassment, and the subordinate can come to resent the supervisor. Because law enforcement agencies are seen as paramilitary organizations with strict codes of conduct, individuals may build resentment but resist outwardly manifesting it through anger or other inappropriate behaviors toward superiors as that would be tantamount to insubordination. Instead, the resentment leads to poor work performance or mistreatment of one's subordinates-or worse, mistreatment of the service population. Public criticism promotes employee indifference and, in many cases, creates an adversarial relationship between managers and subordinate personnel. Further, blame-and-punishment management is an abuse of managerial authority and is a major cause of inadequate employee performance and the development of a code of silence in most police departments. Employees who are criticized and punished for nondeliberate mistakes may treat citizens in a similar fashion, try to avoid difficult situations and people, and band together to protect one another from what they consider to be arbitrary and unfair treatment.
            The great Confucious said: “If the ruler himself is upright, all will go well, even though he does not give orders. But if he himself is not upright, even though he gives orders, he will not be obeyed”. We begin to learn from our struggles when we discover that it is in the whole process of meeting and solving problems that life has its’ meanings. If the ruler understand the role to bring those talents together with other resources for the good of the organization rather than giving special treatment to a “few” personnel, or blaming others to exalt others, passing the buck vis-à-vis responsibilities, “fault-finding””, unsupportive, doesn’t care for others’ welfare, bias, undecisive….-when these happens, the rest became resentful, they lose their commitment, loyalty and enthusiasm to the organization. Why? Maybe they don’t feel valued- amidst accomplishments, amidst exert of efforts in line of duty. To some, they feel extreme pain to hold fast to their dreams. What is the implication of this? They became enraged personnel! The ruler should know what “DELICADEZA” means, the subtly skillful handling a situation/the trait of being meticulous about matters.

CASE STUDY ON PNP PROJECT “DOUBLE BARREL” IN THE MUNICIPALITY OF ROSARIO, LA UNION, PHILIPPINES

Summary
This case study is an analysis of the effectiveness of Project “Double Barrel” in the Municipality of Rosario, La Union. The case study used the descriptive method of research with the use of a self-made validated questionnaire and documentary analysis. The case study is limited to August 16-17, 2016.
Findings
The case study revealed that Rosario Police Station dutifully performed its mandate in the conduct of activities in the campaign against illegal drugs. The case study revealed some problems in the implementation of Project “Double Barrel” most specifically the welfare of the surrenderers.
On the awareness of “Oplan TOKHANG” among the populace manifested highly effective, hence very much manageable and can be solve with ease such as conduct of symposium/dialogue/meetings/information campaign of “Oplan TOKHANG”.
Of all the indicators among the analysis of the effectiveness of the Project “Double Barrel” in the municipality of Rosario, La Union, there a great impact of the community relative to the campaign against illegal drugs which was undertaken in a highly effective scheme which implies that there is so much that had been enhanced in the campaign against illegal drugs followed by success in six months in the campaign against illegal drugs manifesting a highly effective scheme.
Conclusion
On the basis of the established findings, the following conclusions were drawn: Contentment of Police Efforts in the Campaign Against Illegal Drugs are highly effective based on the collective efforts of the personnel of Rosario Police Station in the conduct of “Oplan TOKHANG”; On the Contentment of Police Efforts in the Campaign Against Illegal Drugs are highly effective based on the positive feedback among the nitizens and the community; On Positive Impact of the Community are higly effective based on the increase of the number of surrenderers; On the Decrease of Drug Use/Push are highly effective based on the zero accomplishment for the period August 3, 2016 to date where most of the targets for operations already surrendered; On Big Time Pusher in Rosario are highly effective based on the successful arrest of the brother of Municipal Vice Mayor during the previous joint operation of this Police Station and the PDEA and the recorded shooting incident of the Top Rank 1 Watchlist and the death of a notorious person included also in the watchlist: On the Narco-Politics in Rosario are highly effective based on the surrendered Barangay Captain who coddled drug pusher; On the Local Officials Involved in Illegal Drugs are highly effective based on the surrender of Barangay Captain and seven Barangay Kagawads; On Rosario PNP Involved in Illegal Drugs are highly effective based on the negative result of drug test to all personnel of Rosario Police Station conducted by the Region 1 Crime Laboratory last July 8, 2016; On Lie Low of Drug Pushers are highly effective based on the sincerity of the surrenderers to have a new life; and On Success of Six Months are highly effective based on the continuous conduct of “OPLAN TOKHANG”, house visitation, dialogue among the barangay officials, adopted projects of the Local Government Units and the active community partnership by the personnel of Rosario Police Station.
Recommendation
Based on the conclusion deduced, the following recommendations are hereby submitted:
1. Strict implementation the policy and procedure of the “Project Double Barrel”, formulate regulations in municipal level.
2. Establishment of Municipal Rehabilitation Center with adequate facilities based in Rosario, La Union for the surrenderers.
3. Rigid in-house training of the surrenderers to include counselling/legal consultation/medical treatment/sports development/skills development/ spiritual upliftment/Sensitivity & gender awareness/ Responsible parenthood/ Interpersonal Competence and Livelihood Program for the surrenderers.
4. Reiterate the functions/corporate responsibility of the Municipal Advisory Council (MAC)/BADAC/LGUs in the campaign against illegal drugs which include among others the logistical/financial support to sustain the continuous “Project Double Barrel” in the municipality of Rosario, La Union.
5. Continuous dialogues and Focus Group Discussions among PNP personnel, MAC, BADAC, LGUs, NGOs, Government Employees, Academe, Religious Sector, Business Sector, Private entities, Youth and the community.

CHAPTER 1
Introduction
The municipality of Rosario is the southernmost part of La Union and considered as “Gateway to Ilocandia”. It has thirty three (33) Barangays, six (6) of it are considered urban areas (Concepcion, Camp One, Poblacion East, Poblacion West, Udiao and Subusub). On the drug situation, twenty nine (29) barangays were drug affected. The number of drug personalities in AOR listed in BADAC and PNP is three hundred thirty two (332) users/pushers. From July 1, 2016 as new administration started, Rosario Police Station conducted “OPLAN TOKHANG “and aggressive police operations that resulted to the arrest of three (3) drug personalities and surrender of ninety eight (98) users/pushers which includes two (2) Barangay Captains and seven (7) Barangay Kagawads. Further, This Police Station have also recorded two (2) shooting incidents on listed drug personalities that resulted to the wounding of one (1) and the other is killed both by unidentified assailants. For period July 1- to September 26, 2016, this Station were able to apprehend Thirteen (13) suspects thru Buy-Bust Operations and Two (2) Search Warrant for Violation of Republic Act 9165 (Comprehensive Dangerous Drug Act of 2002)  This station is continuously conducting “TOKHANG”, “TAPHANG” and police operations to neutralize drug personalities who do not surrender and monitoring to the surrenderers in compliance with the directives from higher headquarters to wit:  CNR LUPCR 07-04-04 dtd 041000H July 2016, CNR LUC 07-03-01 dtd 031500 July 2016, CNR LUPCR 07-04-06 dtd 041200H July 2016, CNR LUPCR 07-07-13 dtd 071200H July 2016, CNR LUPCR 07-13-24 dtd 132000H July 2016, CNR LUPCR 07-14-26 dtd 141730H July 2016, CNR LUPCR 07-19-28 dtd 191700H July 2016,  CNR LUPCR 08-05-07 dtd 05900H July 2016, CNR LUPCR 08-05-10 dtd 051300H July 2016, CNR LUPCR 08-05-10 dtd 051300H July 2016, CNR LUPCR 08-11-15 dtd 111800H Aug 2016, and CNR LUPCR 08-15-22 dtd 151730H Aug 2016.
There is no denying that Rosario Police Station has to contend with its limited resources and manpower capability while it remains considerably dependent on other bilateral unis in pursuit of the Project “Double Barrel”. Likewise, there are some problems that have cropped in the present implementation of Project “Double Barrel” such as the welfare of the surrenderers; the status of the informants/assets; the support of the Local Government Units in terms of rehabilitation and livelihood programs intended for the surrenderers and other issues of concerns. The forthcoming training package initiated by Rosario Police Station and the Local Government Unit of Rosario which will convene on October 3, 2016, with five (5) batches which includes among others the Spiritual upliftment, Awareness of Legal Mandates relative to Drug abuse and prevention, Sports Festival, Community Service, Technical Services Training and Livelihood Project (e.g. Food Processing, Automotive, Masonry, livestock production, carpentry, culinary, dressmaking) for the surrenderers. To date, a total of two hundred twenty nine (229) surrenderers will be benefited with the aforesaid training. These surrenderers signed the Pledge of Commitment and had undergone series of medical/spiritual/legal/psychological/physical treatment. This Police Station also conducts the following activities: Drug Symposium and film showing to all Schools at all levels; Dialogues to the general populace; Forums/Focus Group Discussion with the Municipal Anti-Drug Abuse Council (MADAC), Barangay Anti-Drug Abuse Council (MADAC) composed of lateral and bilateral units such as judiciary/education sector/religious sector/medical sector/social sector/media & communication/ Barangay Officials.
The undoubtedly challenges the Rosario Police Station, hence the need for the assessment of the extent of the factors contributory to the problems met in existing guidelines, procedures and tasks of Rosario Police Station in the conduct of Project “Double Barrel”.


Statement of the Problem
This case study is an analysis of the effectiveness of the Project “Double Barrel” in the municipality of Rosario, La Union. Specifically, it sought answers to the following Sub-Problems:

1. Are you aware of the “OPLAN TOKHANG” operations conducted by the police?   (Alam po ba ninyo ang OPLAN TOKHANG na ginagawa ng Kapulisan)?
2. Are you contented with the efforts of the police in the campaign against illegal               drugs in the municipality of Rosario? (Kuntento po ba kayo sa mga ginagawang hakbang ng Kapulisan ukol sa ipinagbabawal na Droga sa Rosario)?
3. Is there a positive impact of the community with regards to the campaign against illegal drugs? (May mabuti bang idinulot ang kampanya kontra Droga sa inyong pamayanan)?
4. Do you notice the decrease of drug using and pushing in Rosario? (Napansin po ba ninyo na kakaunti o nawawala na ang paggamit at pagtutulak ng        iligal na Droga sa ating munisipalidad)?

Scope and Delimitation
This case study was delimited to the municipality of Rosario, La Union. This was also delimited to other stakeholders, namely: academe, government employees, religious sector, general populace, drug personality, PNP, LGU, private sector and youth.
Significance of the Case Study
The findings of this case study are considered significant to the following stakeholders:
The Rosario Police Station personnel. The resultant perception obtained by the case study concerning PNP personnel will give the Rosario Police Station personnel a full understanding of the general guidelines, procedures and their tasks in the conduct of the Philippine National Police Anti-Illegal Drugs Campaign “Project Double Barrel” in support to the strategy nurtured by His Excellency Rodrigo “Digong” Duterte in neutralizing drug personalities nationwide.
The Community. They would be guided as to the operational activities conducted by the Rosario Police Station personnel relative to the Operation “TOKHANG” and social profiling. Futher, the community would feel safe in their home/business/work and their daily endeavors.
The Surrenderers. They would have a full understanding of the entire nature and scope of the “Project TOKHANG/DOUBLE BARREL” such that they would be able to completely appreciate the value of drug-free municipality, understand the rationale and purpose of the “Project TOKHANG/DOUBLE BARREL”, enhance camaraderie with Rosario Police Station personnel, community and among themselves. Further, they would realized and internalized the ill effects of drug use and change for a new, better, happy sustainable life.
Local Government Units/ Municipal Advisory Council (MAC)/ BADAC/NGOs. This case study would provide insights to the Local Government of the municipality of Rosario, La Union in understanding the dynamics of “Project TOKHANG/DOUBLE BARREL” in their tasks to perform specific functions/corporate responsibility/ Tangible and Intangible Contributions/ Financial & Logistical Support for the continuity of the binding  “Project TOKHANG/DOUBLE BARREL”.
Future researchers. They would make use of data obtained by the case study in their own separate and distinct academic works which will lead to further drug-free in the country.

CHAPTER 2
REVIEW OF RELATED LITERATURE
This chapter is a presentation of the review of materials having similarities or contain vital information to the present case study. The Theoretical Framework, Conceptual Framework and Definition of Terms are likewise presented.
In Command Memorandum Circular Number 16-2016[1] entitled “PNP Anti-Illegal Drugs Campaign Plan Project “Double Barrel” will be conducted in a two-prolonged approach, namely: PROJECT TOKHANG and PROJECT HVT. The lower barrel approach will be the conduct of PROJECT TOKHANG in all drug-affected barangays throughout the country in coordination with the Local Government Units (LGUs) particularly the Provincial/City/Municipal/Barangay Anti-Drug Abuse Councils (ADACs), Non-Government Organizations (NGOs), stakeholders, and other law enforcement agencies. The PROJECT TOKHANG is a practical and realistic means of accelerating the drive against illegal drugs in affected barangays. This concept involves the conduct of house to house visitations to persuade suspected illegal drug personalities to stop their illegal drug activities.
A memorandum circular was also issued to emphasize to local authorities, especially barangay officials, their principal responsibilities in support of over-all government efforts to address peace and order, particularly to curb illegal drugs and other substances.[2] Other legal mandates such as Republic Act (R.A.) 9165 otherwise known as the “Comprehensive Dangerous Drugs Act of 2002 to develop and adopt a comprehensive, unified, integrated and balanced national drug abuse and prevention control strategy and formulation of the National Anti-Drug Plan of Action which outlines the efforts of the government to strengthen its campaign against drugs and contribute in international efforts to counter the world drug problem.

Theoretical Framework
Management is the process of working with and through others to achieve organizational objectives in a changing environment.[3] Organizations are purposeful and goal oriented. It follows that the structure of the organization is likewise purposeful and directed. People’s jobs requires to perform activities in combination with the people in organization. The activities can be routine or non-routine. The required relationship can be with co-workers, managers, clients, suppliers or buyers, they can result in feelings of friendship, competition, cooperativeness and satisfaction. In Rosario Police Station, the daily conduct of Police Information and Continuous Education (PICE) involves dissemination of the update of directives from the higher headquarters and further deployment of personnel to conduct the “Project TOKHANG”.
The “Project TOKHANG” is a practical and realistic means of accelerating the drive against illegal drugs in the affected areas. This concept involves the conduct of house to house visitations to persuade suspected illegal drug personalities to stop their illegal activities.[4] In Rosario Police Station headed by Police Chief Inspector Roy E. Villanueva, Officer-in-Charge conduct various strategies to persuade drug personalities coupled with the serenade by the patrollers, otherwise known as “Rosario Tokhangers”.

The Rosario “Tokhangers” conducts continuous house-to-house visitation singing the TOKHANG theme song entitled “ Akala Ko” composed by the Municipal Executive Senior Officer (MESPO) of Rosario Police Station which resulted to  340 views (Akala Ko by Team Rosario) and 119 views (Akala Ko by Team Rosario pt2) at https://www.youtube.com/watch?v=E4qZICem_CM&spfreload=10. Further, The Facebook/Twitter and P.A.C.D.A.A.R. Account of Rosario Police Station garnered positive comments and appreciation by the nitizens.

Conceptual Framework
This case study attempted to analyse the effectiveness of “Project TOKHANG/DOUBLE BARREL” using the systems theory approach: Input, Process and Output.
Systems Approach enables us to describe the behaviour of organizations both internally and externally. Internally, it can be seen how and why people inside organizations perform their individual and group tasks. Externally, the transactions of organizations can be related with other organizations and institutions. In the context of systems theory, the organization is one of a number of elements that interact independently. The flow of input and output is the starting point in the description of the organization. In the simplest terms, the organization takes resources (Inputs) from the larger system (Environment), processes these resources (Process), and returns them in a changed form (Outputs).[5]
The variables that will be considered in the case study are as follows:
The input includes “TOKHANG” (Rosario Tokhangers), social profiling,  house-to-house visitation, patrolling, dialogue/meeting, symposium and interview.
The process includes the analysis of the result of the survey and the analysis of the document of the implementation of “Project TOKHANG/DOUBLE BARREL”.
The Output is the effective “Project TOKHANG/DOUBLE BARREL” in the municipality of Rosario, La Union. These are shown in the next page.
The concept of the organization that is related to a larger system introduces the importance of feedback.[6] Systems Theory emphasizes the importance of responding to the feedback information. Systems Theory emphasizes two important considerations: (1) The ultimate survival of the organization depends on the ability to adapt to the demands of its environment; (2) In meeting these demands, the total cycle of input-process-output must be focus of managerial attention. Therefore the criteria of effectiveness must reflect each of these two considerations and effectiveness.



Definition of Terms
Tokhang – Bisaya dialect Toktok (Knock), Hangyo (Plea).
Project Tokhang- A practical and realistic means of accelerating the drive against illegal drugs in the affected barangays. This concept involves the conduct of house-to-house visitations to persuade suspected illegal drug personalities to stop their illegal activities
Project Double Barrel- A Command Memorandum Circular that sets forth the general guidelines, procedures and tasks of police offices/units/stations in the conduct of the Philippine National Police (PNP) Anti-Illegal Drugs Campaign Plan in support to the Barangay Drug Clearing Strategy of the government and the neutralization of illegal drug personalities nationwide.

CHAPTER 3
RESEARCH DESIGN AND METHODOLOGY
This chapter is a presentation of the research design, the method of data collection, the respondents, sampling techniques, the statistical tools for data analysis.
Research Design
This case study used the descriptive survey analysis design utilizing the descriptive method of research.
Descriptive method is the most widely used of inquiry in social research since this case study involves determination of what actually exist on “what is” and is most useful in studying patterns of behaviour of phenomena, trends, events, existing beliefs, practices and circumstances in the municipality of Rosario, La Union, hence the descriptive method as cited by Rivera[7][8] was used, utilizing descriptive statistics in the analysis of data.
Sources of Data
         This case study used both primary and secondary sources of data. The primary data came from the researchers made questionnaire complemented by documentary analysis and interview as tools in assessing the Philippine National Police Project “Double Barrel” in the municipality of Rosario, La Union while the secondary sources of data came from the published materials that guided the researcher in conducting this case study.
Respondents of the Study
         The respondents of the study were five (5) PNP personnel assigned at Rosario Police Station considered the best sources of the data because they are those in the position to provide the researchers vital data that the case study utilized in determining the effectiveness of Project “Double Barrel” in the municipality of Rosario, La Union.

         Other respondents of this case study were academe, government employees, general populace, drug personalities, LGUs, Private Sector and Youth. This is shown in Table 1, which reflects a total respondents of seventy (70).

Instrumentation
This case study employed the survey questionnaire and interview in gathering the primary data from the respondents.
The researchers used Survey Questionnaire for the respondents. The parts of the survey questionnaire were:
a. Part One delved on the Profile of the respondents
b. Part Two delved on the Topical Questions regarding the effectiveness of the Project “Double Barrel” in the municipality of Rosario, La Union.
C. Part Three attempted to elicit suggestions from the respondents on the PNP campaign against illegal drugs in the municipality of Rosario, La Union.
         Before the distribution of the questionnaire, it was tested to five (5) respondents from the personnel of Rosario Police Station to determine if the questions are understandable and readable.
         The researchers (Rosario PNP personnel) immediately retrieved the Survey Questionnaire from each respondent upon distribution on a schedule. Further, the researchers also conducted interviews to some members of the LGUs, government employees, Barangay Officials and academe sector to gather more information needed in support of the findings in the Survey Questionnaire.

Statistical Treatment
The researchers used percentage Weighted Mean and the Four Point Likert Scale.
These statistical tools were utilized to treat data gathered on the effectiveness of the Project “Double Barrel” in the municipality of Rosario, La Union. The formula used is:

This chapter is a presentation of the data and information gathered during the course of the case study as well as the analysis of the data collected and the corresponding interpretation of such data.

The researchers focused on the awareness of “Oplan TOKHANG” to determine the knowledge of the respondents relative to the strategy being utilized such as house-to-house visitations and serenade, patrolling, dialogue/meeting, symposium and interview. Table 2 shows the perception of seventy respondents of the awareness of “Oplan TOKHANG”. It shows that 51 Yes: 8 Sort Of; 7 No and 4 I don’t know is indicative of a Highly Effective.
From the findings, it can be said that the problems on the awareness on “Oplan TOKHANG” conducted by the Rosario PNP are highly effective, hence very much manageable and can be solve with ease such as conduct of symposium/dialogue/meetings/information campaign of “Oplan TOKHANG”.

Table 3 shows the total perception of 70 respondents of the level of contentment of Rosario Police Station personnel in the campaign against illegal drugs. It shows that 59 respondents are very contented with the efforts of Rosario Police Station.
From the findings, it can be said that the efforts of Rosario Police Station in the campaign against illegal drugs are likewise highly effective in nature, hence can be resolved by the concerned staff such as the PCR/Operations/Invest Section/MAIDSOTG.

Of all the indicators among the analysis of the effectiveness of the Project “Double Barrel” in the municipality of Rosario, La Union, 94.2% or a total of 66 respondents believed that there a great impact of the community relative to the campaign against illegal drugs. Further there is no respondent at parameters “No” and “I Don’t Know” manifesting a massive response among drug users/pushers who voluntary surrendered to Rosario Police Station.
From the findings, it can be said that the impact is undertaken in a highly effective scheme which implies that there is so much that had been enhance in the campaign against illegal drugs.

Table 5 shows perception of 70 respondents of the level of the Decrease of Drug Use/Push in the municipality of Rosario, La Union. It shows that parameters “Yes”  and “Sort Of” obtained 60% and 17.1% manifesting a highly effective scheme.
From the findings, it can be said that the decrease of drug use/push deteriorates where surrenderers refrained from buying and selling drugs.

Table 8 shows perception of 70 respondents of the level of local officials involved in illegal drugs. It shows that parameters “No” and “I don’t Know” obtained 24.28% and 44.28%, respectively which is an indicative of a highly effective scheme.  
The table also further shows that the group perception of the 70 respondents revealed an over-all adjectival equivalent manifesting a general perception of highly effective. In effect, there were two (2) Barangay and seven (7) Barangay Kagawads who voluntarily surrendered to Rosario Police Station.

Table 10 shows the perception of 70 respondents on the level of lie low of drug pushers within the locality. It shows that 31 respondents believed that proliferation of illegal drugs in Rosario, La Union laid low due to the increase of surrenderers plus the big impact of the two (2) shooting incidents on listed drug personalities that resulted to the wounding of one (1) and the other is killed both by unidentified assailants.

Table 11 shows the level of the success of six months duration in the campaign against illegal drugs. Of all the indicators, said success in six months ranked second where there were 48 respondents or 68.5% preceded by the impact of the community in the campaign against illegal drugs manifesting a highly effective scheme.
In Part 2 of the case study wherein the respondents were asked to write their comments, suggestions and recommendations regarding PNP campaign against illegal drugs in the municipality of Rosario, La Union, there were some who suggested a sustainable training design intended for the surrenderers which includes among others the legal impediments, skills development, spiritual nourishment and sports development. Other suggestions from the academe sector advocate regular symposium/workshop and film viewing to all schools at all levels for information dissemination against the ill effects of drugs, drug cartel, drug trafficking and drug abuse. In-depth validation and continuous monitoring of drug personalities and their illicit activities should be sustained and conduct of counter-intelligence operations among those included in the watchlist who are not “actually” involved in any drug use/push and the safety of the “Apha’s/informers/assets of the handlers were also suggested. Further, the violation of human rights such as illegal arrest, illegal detention, “hulidap” recycling of confiscated drugs, planting of evidence and bungling of drug cases should be avoided for a true, transparent internal cleansing among the PNP personnel. Furthermore, livelihood program and establishment of Municipal Rehabilitation Center intended for the surrenderers for a new and meaningful life.


CHAPTER 5
SUMMARY, FINDINGS, CONCLUSION AND RECOMMENDATION
This chapter is a presentation of the final outcome of the case study. Based on the discussion in the proceeding chapters, the results of the study are summarized stating the findings, conclusions and recommendations.
Summary
The case study is an analysis of the effectiveness of “Project Double Barrel” in the municipality of Rosario, La Union.
Specifically, it sought answers the following Sub-Problems:
Part 1
1. Are you aware of the “OPLAN TOKHANG” operations conducted by the police?   (Alam po ba ninyo ang OPLAN TOKHANG na ginagawa ng Kapulisan)?
2. Are you contented with the efforts of the police in the campaign against illegal               drugs in the municipality of Rosario? (Kuntento po ba kayo sa mga ginagawang hakbang ng Kapulisan ukol sa ipinagbabawal na Droga sa Rosario)?
3. Is there a positive impact of the community with regards to the campaign against illegal drugs? (May mabuti bang idinulot ang kampanya kontra Droga sa inyong pamayanan)?
4. Do you notice the decrease of drug using and pushing in Rosario? (Napansin po ba ninyo na kakaunti o nawawala na ang paggamit at pagtutulak ng        iligal na Droga sa ating munisipalidad)?

The case study used the descriptive method of research with the use of a self-made questionnaire and documentary analysis.
Findings
The case study revealed that Rosario Police Station dutifully performed its mandate in the conduct of activities in the campaign against illegal drugs. The case study revealed some problems in the implementation of Project “Double Barrel” most specifically the welfare of the surrenderers.
On the awareness of “Oplan TOKHANG” among the populace manifested highly effective, hence very much manageable and can be solve with ease such as conduct of symposium/dialogue/meetings/information campaign of “Oplan TOKHANG”.
Of all the indicators among the analysis of the effectiveness of the Project “Double Barrel” in the municipality of Rosario, La Union, there a great impact of the community relative to the campaign against illegal drugs which was undertaken in a highly effective scheme which implies that there is so much that had been enhanced in the campaign against illegal drugs followed by success in six months in the campaign against illegal drugs manifesting a highly effective scheme.

Conclusion
On the basis of the established findings, the following conclusions were drawn: Contentment of Police Efforts in the Campaign Against Illegal Drugs are highly effective based on the collective efforts of the personnel of Rosario Police Station in the conduct of “Oplan TOKHANG”; On the Contentment of Police Efforts in the Campaign Against Illegal Drugs are highly effective based on the positive feedback among the nitizens and the community; On Positive Impact of the Community are highly effective based on the increase of the number of surrenderers; On the Decrease of Drug Use/Push are highly effective based on the zero accomplishment for the period August 3, 2016 to date where most of the targets for operations already surrendered; On Big Time Pusher in Rosario are highly effective based on the successful arrest of the brother of Municipal Vice Mayor during the previous joint operation of this Police Station and the PDEA and the recorded shooting incident of the Top Rank 1 Watchlist and the death of a notorious person included also in the watchlist: On the Narco-Politics in Rosario are highly effective based on the surrendered Barangay Captain who coddled drug pusher; On the Local Officials Involved in Illegal Drugs are highly effective based on the surrender of Barangay Captain and seven Barangay Kagawads; On Rosario PNP Involved in Illegal Drugs are highly effective based on the negative result of drug test to all personnel of Rosario Police Station conducted by the Region 1 Crime Laboratory last July 8, 2016; On Lie Low of Drug Pushers are highly effective based on the sincerity of the surrenderers to have a new life; and On Success of Six Months are highly effective based on the continuous conduct of “Oplan TOKHANG”, house visitation, dialogue among the barangay officials, adopted projects of the Local Government Units and the active community partnership by the personnel of Rosario Police Station.
Recommendation
Based on the conclusions deduced, the following recommendations are hereby submitted:
1. Strict implementation the policy and procedure of the “Project Double Barrel”, formulate regulations in municipal level.
2. Establishment of Municipal Rehabilitation Center with adequate facilities based in Rosario, La Union for the surrenderers.
3. Rigid In-house training of the surrenderers to include counselling/legal consultation/medical treatment/sports development/skills development/ spiritual upliftment/Sensitivity & gender awareness/ Responsible parenthood/ Interpersonal Competence and Livelihood Program for the surrenderers.
4. Reiterate the functions/corporate responsibility of the Municipal Advisory Council (MAC)/BADAC/LGUs in the campaign against illegal drugs which include among others the logistical/financial support to sustain the continuous “Project Double Barrel” in the municipality of Rosario, La Union.
5. Continuous dialogues and Focus Group Discussions among PNP personnel, MAC, BADAC, LGUs, NGOs, Government Employees, Academe, Religious Sector, Business Sector, Private entities, Youth and the community.
